Committee for Protection of Human Subjects COVID-19 Update: March 18, 2020

As announced on March 17 by Dean Madden, Dartmouth College Vice Provost for Research and Institutional Official for Human Subjects Research, in his message to faculty:

"Effective Monday March 23, as IO, I am placing an institutional hold on in-person interactions with human subjects beyond those interactions already required for non-research purposes, such as clinical care. Data analysis, survey work, and remote interviews may continue. Any exceptions will require approval from your Associate Dean (A&S), or Dean (Geisel, Tuck and Thayer), followed by CPHS review and approval. CPHS will review modifications that permit study continuation without additional in-person contact. Please continue to monitor the CPHS website for updates."  READ full announcement and other CPHS updates. 

Ruth L. Kirschstein National Research Service Award (NRSA) Stipends, Tuition/Fees and Other Budgetary Levels Effective for Fiscal Year 2020 (Released February 7, 2020)

The National institutes of Health released NOT-OD-20-070 which supersedes NOT-OD-19-036 and establishes stipend levels for FY20. 

NIH Guidance on Salary Limitation for Grants and Cooperative Agreements FY 2020 (Released February 5, 2020)

 Since 1990, Congress has legislatively mandated a limitation on direct salary for individuals under NIH grant and cooperative agreement awards. The mandate appears in The Department of Defense and Labor, Health and Human Services, and Education Appropriations Act,   2020 Public Law 116-94), signed into law on December 20, 2019 which provides authority for NIH to incur obligations for FY 20. NIH & NSF Statements on Foreign Influence

Please be aware that NIH and NSF have released statements concerning foreign influence. The NIH notice is a reminder "about the need to report foreign activities through documentation of other support, foreign components, and financial conflict of interest to prevent scientific, budgetary, or commitment overlap." The NSF announcement both reminds readers of existing policies and outlines new steps for research protection, including:

  • "proposing use of an electronic format for submission of biographical sketches,"
  • "issuing a policy making it clear that NSF personnel and IPAs detailed to NSF cannot participate in foreign government talent recruitment programs,"
  • and commissioning an independent scientific advisory group to conduct a study to "assess risks and recommend possible practices for NSF and its awardee organizations to achieve the best balance between openness and security of science."

OSP Process for Leaves or Absences on Sponsored Awards

Recent announcements from sponsors have highlighted the need for transparency around a change in a principal investigator's or other named senior key personnel's status in relation to his or her role on a sponsored award, where that change will impact his/her ability to carry out the approved research at the location of, and on behalf of, the recipient institution.  Click here for new OSP guidance.
