“The general purpose of the NRC and FLAS programs is to train specialists in modern foreign language and area or international studies. National Resource Center grants are awarded to institutions of higher education for the purpose of establishing, strengthening, and operating undergraduate or comprehensive (containing undergraduate, graduate and professional components) centers focusing on language and area or international studies. Institutions receiving FLAS Fellowship allocations award fellowships to graduate students to support the acquisition of foreign language competence and area or international expertise. The next competition for NRC and FLAS funding will be held in the fall of 2005.Grantees are listed in alphabetical order by institution, with consortial partners following the official grantee, or "lead" institution.”

STATUTORY AUTHORIZATION
Higher Education Act of 1965, Nov. 8, 1965, P.L. 89-329, Title VI, Part A, § 602, as added Oct. 7, 1998, P.L. 105-244, Title VI, § 601, 112 Stat. 1775.The configuration of centers for international and foreign language education based on federal grants was first authorized by “Education Amendments of 1980” PL 96-374, October 3, 1980 that defined Title VI of the Higher Education Act as “International Education Programs” for operating “graduate and undergraduate centers which will be regional resources to increase access to research and training in international and foreign language studies… [in] specific geographic areas of the world or on particular fields or issues in world affairs which concern one or more countries.” Various other amendments have been added, including the 1998 law mentioned above that updated the basis for the program, strengthened emphasis on foreign language education, and added grants for American overseas research centers in a consortium of institutions of higher education … to enable the centers to promote postgraduate research, exchanges, and area studies.

(1) The strength of the institution's library holdings (both print and non-print, English and foreign language) in the subject area and at the educational levels (graduate, professional, undergraduate) on which the Center focuses; and the extent to which the institution provides financial support for
the acquisition of library materials and for library staff in the subject area of the Center (10 points); and
(2) The extent to which research materials at other institutions are available to students through cooperative arrangements with other libraries or on-line databases and the extent to which teachers, students, and faculty from other institutions are able to access the library's holdings (5 points).
