Press or mince the garlic cloves.
Place garlic, spice mix, cilantro, olive oil, and lemon juice in a large mixing bowl and stir until thoroughly mixed.
Oil one or two baking dishes (you will want to put fish in a single layer).
Cut fish in large pieces. Dredge each piece in the spice mixture and place in baking dish. Spoon any leftover spice mixture over fish.
Bake fish uncovered at 350° for 10 to 15 minutes.
