Place chili flakes in a heat-proof bowl, jar, or small pan.
Heat oil in a very small frying pan. When oil is hot but not smoking, remove pan from heat and pour oil over chili flakes. Stir. Set aside to cool to room temperature.
Note: The recipe can be sized to the amount desired, using one part chili flakes to four parts oil. If chili flakes char, the oil is too hot.
