SEMP Registration "Open"
|
Requirements for "Open" events:
- All open events AND events with attendance at or exceeding 80 people..
- These events must be registered at the following web site: http://www.dartmouth.edu/~sao/semp/eventreg-form.html
- These events must comply with the "Social Event Regulations" outlined below.
- Only an event host may register a social event.
- Hard alcohol is not permitted.
- Each sponsoring organization is responsible for co-registering a social event.
- All "Open" social events shall be registered no later than the stated deadline on the registration form. Late registrations will not be accepted.
- Upon submission of the registration form, an event host from the sponsoring organization is required to meet with a member of the Student Activities staff to review social event management procedures and, if applicable, obtain wristbands or keg tags.
- Social events must be registered using the official on-line registration form.
- Registration for social events sponsored or cosponsored by an organization which is currently under disciplinary sanctions that prohibit hosting functions where alcohol is present, will not be accepted, and the social event will not take place.
- The only alcohol that may be served at the social event is that which is indicated on the registration form. Any alcohol present or served, other than what is indicated on the registration form, is strictly prohibited. The host, the Department of Safety and Security, and the Student Activities Office shall receive a copy of the social event registration form specifying the quantity and type of alcohol registered.
- The quantity of alcohol present and/or registered for a social event will be no greater than those amounts determined by the formula on the Student Activities Office social event management planning website.
- Alcohol that is registered to be served at the social event may arrive at the location no earlier than the day of the social event. Any leftover alcohol must be removed no later than 6:00pm the day following the social event or earlier if required by the facility.
- Any alcohol that is present before, during, and after the social event must be secured in a manner so that access is limited to hosts and/or servers. No alcohol may be placed in a location where guests may serve themselves.
- Alcohol must be distributed from one designated serving area that is attended by servers throughout the duration of the social event.
- Only one serving of alcohol should be dispensed to an individual at a time. The definition of a serving is one 12oz. regular beer (non "ice" beer) or one 5oz. glass of wine.
- Food and non-alcoholic beverages (other than water) must be supplied by the host (or sponsoring organization) and must be as easily and as readily available as alcoholic beverages throughout the social event in amounts sufficient to serve the expected number of guests. Student organizations can arrange for complementary bottled water during the registration process for "Open" events.
- Hosts must ensure that open containers of alcoholic beverages are not permitted to leave the social event.
- The maximum quantity of alcohol that is registered for social events on any one night shall not exceed 24 kegs or the equivalent quantity of individual servings of alcohol.
- Common Sources (see VI of the Dartmouth College Alcohol Policy):

- Hosts will obtain "tags" from the Student Activities Office for all kegs.
- Keg "tags" will be attached to the keg from the time the keg arrives at the social event location until it is returned to the vendor.
- Hand pumps will be used with kegs. No rapid dispenser methods (i.e., CO2 dispensers) may be utilized.
- Keg refrigerators or "Kegerators" may not be used.
- Alcohol punches or anything that could be construed as an unregulated common source are not permitted.
- Caterers/ Third Party Vendors: Hosts or sponsoring organizations may contract the assistance of a College approved caterer with a valid New Hampshire liquor license to serve alcohol. The caterer must assume in writing all the responsibilities that any other purveyor of alcoholic beverages would assume in the normal course of business, including but not limited to:

- Checking identification cards;
- Not serving minors;
- Maintaining absolute control of all alcoholic containers present;
- Collecting all remaining alcohol at the end of a function (no excess alcohol, open or unopened, is to be given, sold or furnished to host or sponsoring organization or attendees); and
- Vendors must remove all alcohol from premises.
- A list of College approved caterers is available on the Conferences and Special Events blitz bulletin board.
"Open" Event Management
- Each social event must have at least five (5) SEMP trained students (in the case of an organization, hosts should be officers) in charge and in attendance at the social event at all times. Social events must also have a sufficient number of hosts and servers.
- Hosts, monitors, and servers must have successfully completed Dartmouth College's event host training session. This program will focus on how to run a safe and responsible social event.
- Persons attending the social event must have a valid Dartmouth College ID or be accompanied by a member of the Dartmouth community as their guest. Members of the Dartmouth community are responsible for the actions of their guests.
- Entrance/door monitors shall refuse entry to anyone who, in the opinion of the monitor, is overly intoxicated or may pose a threat to themselves or others at the social event. In the event of this circumstance, it is reasonable to request Safety and Security, if warranted, to aid the individual(s) who appears intoxicated.
- The hosts and monitors will ensure that all those attending the social event present proof of legal age (legal ID with a date of birth) in order to consume alcoholic beverages. The monitor positioned at the main entrance will provide a wristband to those with satisfactory proof of age. The wristband will serve to identify those that are of legal age to consume alcohol at the social event. Hosts will obtain wristbands from the Student Activities Office.
- Alcohol service will be determined through the discretion of a server. Servers will not serve anyone that they consider intoxicated. Servers will request to see each guest's wristband before serving them. The server may also ask to see the legal ID at any time before service.
- The event hosts should circulate through the party and check with monitors and servers frequently.
- If a guest is acting inappropriately and the health or safety of a guest or others appears to be at risk, the hosts are responsible for contacting Safety and Security to assist the guest in leaving the social event in a safe and responsible manner. See the College's alcohol policy for more details on assisting students in need of medical attention.
- If a guest is acting inappropriately and the health or safety of a guest or others does not appear to be at risk, the hosts are responsible for asking the guest to leave the social event. If the guest refuses such a request, the hosts should contact Safety and Security to assist in having the guest removed from the social event.
- The hosts must ensure that no person provides or furnishes alcohol to a guest under the age of 21.
- The hosts must ensure that no visibly intoxicated person is provided alcohol.
Enforcement at "Open" Events
A. Event Management Compliance
All event hosts, servers, and monitors will be considered the event management team. Each of these individuals shall be educated on the specifics of this document and shall agree to abide by its provisions. Organizations are also expected to educate their membership with regards to College alcohol policies and the SEMP.
B. Department of Safety & Security / Roving Monitors
- A monitoring team of one Safety and Security officer and at least one student monitor will walk-through all "Open" social events up to twice throughout the event to ensure the health and safety of participants as well as compliance with applicable laws and College regulations.
- Upon arriving for the event walk-through, the monitoring team will announce their presence to a host.
- The monitoring team may not be delayed waiting for a host. If an event host is not present at the entrance of the social event, the individual host or host organization could be found in noncompliance with these procedures.
- The monitoring team along with an event host will check:

- The security of the perimeter of the party location/facility.
- The attendance at the social event for possible over-crowding.
- For any life-safety concerns (example: blocked exits).
- For the presence of monitors at the entrance and exits.
- The use of wristbands on those consuming alcohol.
- The alcohol serving area to see that the proper quantities and types of registered alcohol are present and, if applicable, look to see if kegs are properly tagged.
- That there are servers accountable for responsible service of alcohol.
- There are sufficient quantities of food and non-alcoholic beverages.
- The monitoring team along with the event host will sign the roving monitor form at the conclusion of the monitoring team's visit.
- Verbal or physical abuse or intimidation of monitoring teams by hosts, organization officers, members, or guests attending the social events will not be tolerated. Any verbal or physical attempt to hinder the monitoring team in the performance of its duties may result in disciplinary actions for individuals and/or the organization.
Social Event Regulations
- Recognized student organizations that host social events with alcohol must adopt a written statement of responsibility regarding the management of alcohol at any events held by that organization. Additionally, the organization must adopt written internal management procedures in order to host events at which there will be alcohol present. The documents must be submitted and approved by the College department that has recognized the organization (Example: Residence Life, Student Activities, etc.). Support and consultation is available through the Office of Alcohol and Drug Education, Office of Residential Life, Safety and Security, Dartmouth Alcohol Peer Advisors, and the recognizing departments in the development of each organization’s written internal management procedures.
- Social events may only be hosted when classes are in session and during Senior Week.
- Social events can occur between the hours of 5 p.m. and 1 a.m. Monday through Thursday, between 12 Noon and 3 a.m. on Friday and Saturday, and between 12 Noon and 1 a.m. on Sunday.
- Sponsoring organizations may host only three "Open" social events per week. The week begins Monday and ends Sunday. There is no limit on the number of "Members Only" and "Closed" events that an organization may host per week.
- The length of time alcohol may be served shall not exceed five (5) hours at any event. The length of the event, however, may be longer than five hours.
- Student organizations may not host another "Closed" or "Open" event within 12 hours of the conclusion of their last "Closed" or "Open" event.
- Social events must be held in designated social spaces as outlined in the College alcohol policy. See section IV and IX of the student alcohol policy for details pertaining to individual student rooms and common areas.
- Actual or anticipated social event attendance may not exceed one and a half times the fire code capacity of the event location/facility over the duration of the social event. The number of individuals permitted at a social event may not at any time exceed the legal limit established by fire safety codes.
- Alcohol may not be the primary focus of the social event.
- Drinks should be measured, poured, and mixed in view of the individual who is being served the drink.
- Alcohol punches or anything that could be construed as an unregulated common source are not permitted.
- Invitations, posters, and other event publicity may include reference to alcohol being served but alcohol may not be the focus of the publicity.
- There will be no alcohol permitted for the purpose of membership recruitment for any type of student organization. Any social event at which organizations are promoting or encouraging students to join or affiliate must be alcohol free.
