StatePlaneToLatLon(Easting, Northing, State_Code)

Converts input U.S. State Plane (NAD83) coordinates to latitude and longitude.

Input:      Easting = State Plane easting coordinate , in meters (number)

                Northing = State Plane northing coordinate, in meters (number)

                State_Code = U.S. State Plane code. (see below) (number)

Output:  Latitude and longitude in decimal degrees (vector)

Notes:

     - This function is an adaptation of the National Geodetic Survey's SPCS83 coordinate conversion tool.  Accordingly, the list of State Codes follows convention in SPCS83, reproduced here:
