USCIS clarifies restrictions and requirements for companies wishing to file H-1B petitions, but who have also received TARP funding. See http://www.uscis.gov/files/article/H-1B_TARP_20mar2009.pdf for details:

"Note that this restriction DOES NOT apply to H-1B petitions seeking to change the status of a beneficiary already working for the employer in another work-authorized category. It also does not apply to H-1B petitions seeking an extension of stay for a current employee with the same employer." This means that if an F-1 student is working for a company under optional Practical Training, the company may still file for an H-1B petition for the student, and the student can apply for a change of status from F-1 to H-1B.

Notice Regarding Pickup of International Tax Treaty Documents on Campus

To all individuals who are being paid through Dartmouth College's payroll department and may be eligible for a tax treaty (a valid social security number is required). If you believe you are eligible for a tax treaty, we are holding an Open House where you can obtain the necessary forms. Please see the dates, location, and times noted below.

  • January 16, 2009. Location: HR Training Room. Times: 9am to 1pm.
  • January 26, 2008. Location: HR Training Room. Times: Noon to 2pm.

The HR Training Room is located at 7 Lebanon St, Hanover, NH. The building is located between the post office and Talbots (or Ben and Jerry's). Take the elevator up to the second floor. Walk forward out of the elevator to the end of that short hall. Turn left. The HR Training Room is the first door on your left (across from the Human Resources Department). Please do not go to the payroll office — as the forms will not be there.

You will need to bring ID with you (a college ID is good) in order to obtain your documents.

Payroll Office staff will be available to answer questions during these hours.

Important Notice: New Rules for Travel to the United States on the Visa Waiver Program

The Department of Homeland Security (DHS) has announced implementation of the Electronic System for Travel Authorization (ESTA), a new fully automated, electronic system for screening passengers before they begin travel to the United States under the Visa Waiver Program (VWP).

It is anticipated that ESTA screening will become mandatory for VWP travelers on January 12, 2009. However, DHS will begin accepting voluntary ESTA registrations on August 1, 2008 at the following website: www.cbp.gov/esta

ESTA applications may be submitted at any time prior to travel to the United States, and VWP travelers are encouraged to apply for authorization as soon as they begin to plan a trip to the United States. If applicants' destination addresses or itineraries should change after their authorization has been approved, they may easily update that information through the ESTA website.

In most cases, ESTA will provide an almost immediate determination of eligibility for travel under the VWP. An approved ESTA travel authorization is:

  • valid for up to two years or until the traveler's passport expires, whichever comes first;
  • valid for multiple entries into the U.S.; and
  • not a guarantee of admissibility to the United States at a port of entry. ESTA approval only authorizes a traveler to board a carrier for travel to the U.S. under the VWP. In all cases, CBP officers make admissibility determinations at our ports of entry.
