In February 2003, the Office of Public Affairs (OPA) partnered with Web Publishing Services (WebPub) to develop an integrated template system for implementation on the top-level Dartmouth Web pages and on WebPub-managed sub-sites. Limited strategic documentation, a short timeframe (three- to six-months), and nominal resources (editorial and design services provided by OPA) required an acceleration of WebPub's Web development process. In August, after three rounds of input from constituents — each round approved by OPA — WebPub delivered a final interface template prototype and guidelines.
In September, OPA organized a group of top administrators into a new Web Executive Committee (discussion) to provide higher-level strategic guidance and support than the Oversight Committee. OPA suspended the redeployment project and began a process to implement goals of the new Web Executive Committee. This led to the release of a new home page in August 2004.
