1. Implementation of NIH Fiscal Policy for Non-Competing Grant Awards - FY 2007

   To implement the FY2007 fiscal guidance, non-competing research awards will be awarded at 97.1% of the FY 2007 committed level. Future year commitments also will be adjusted accordingly. 
2. Notice of Legislative Mandates in Effect for FY 2007

   FY 2006 Legislative Mandates that remain in effect are as follows:
   
   
   • Continued Salary Limitation (Section 204)
   • Anti-Lobbying (Section 503)
   • Restriction on Distribution of Sterile Needles (Section 505)
   • Acknowledgment of Federal Funding (Section 506)
   • Restriction on Abortions (Section 507)
   • Ban on Funding Human Embryo Research (Section 509)
   • Limitation on Use of Funds for Promotion of Legalization of Controlled Substances (Section 510)
     
3. Salary Limitation on Grants, Cooperative Agreements, and Contracts

   Effective January 1, 2007, the Executive Level I salary level increased to $186,600.
4. Ruth L. Kirschtein National Research Service Award (NRSA) Stipend and Other Budgetary Levels Effective for FY 2007

   The stipend levels for Fiscal Year (FY) 2007 Kirschstein-NRSA awards for undergraduate, predoctoral and postdoctoral trainees and fellows remain the same as in FY 2006.
