Access to FY 2009 Stimulus Funding

As you know, President Obama signed the Economic Stimulus Package, officially referred to as the American Recovery and Reinvestment Act (ARRA), on February 17, 2009. Funding opportunities continue to be announced. In order to get funding information out to Dartmouth principal investigators, the Office of Sponsored Projects has been tracking the news from federal agencies. Background on Stimulus Appropriations

Science funding is a key component of the Recovery Act and could potentially have a significant impact on research programs at Dartmouth. The final version of the stimulus package includes approximately $16 billion for science and technology research and development, with $10 billion of those funds allocated for biomedical research at NIH. In addition, the stimulus package includes $3 billion for the National Science Foundation. Increases in funding for other agencies are described on the attached summary.

OSP expects that the increased funding for science could have immediate consequences such as:

  • Very short turnaround for proposals submitted in response to program announcements issued by agencies. Program announcements could solicit proposals related to specific areas emphasized in the legislation or programmatic areas within the agency's general scope.
  • Improved pay-lines for grants that have already been submitted or are submitted in the near future (including revisions of applications that scored close to pay-lines in past cycles).
  • Requests from federal agencies for just-in-time documentation and other approvals (e.g., IRB approvals, IACUC approvals, updated other support) needed to make new awards for already submitted applications.
  • Funding for infrastructure that supports science and technology such as shared equipment or facilities projects. Should you have any questions, please email Jill Mortali.
