Mr. Ambassador, you first came to Dartmouth in 1952 because, in your own words, "of its beautiful setting and the fame of its Outdoor Club." And while you took full advantage of these things, you also excelled academically. You graduated in 1956, Phi Beta Kappa, and with distinction in your major field of International Relations. You won here a Reynolds Scholarship, which enabled you to continue your studies at Oxford University. You next served in the U.S. Navy, between 1957 and 1960, and then continued graduate studies at Columbia University - all of which stood you in good stead in your chosen career within the United States Foreign Service.

A 34-year career in the Foreign Service took you around the world. You served as the United States Ambassador to Bulgaria and to Indonesia. Your reputation for fair-mindedness, combined with an ability to foster agreements and get things done led to your appointment as Head of Mission at the Organization for Security and Cooperation in Europe, which is responsible for the implementation of the Dayton Peace Agreement in Bosnia and Herzegovina. Wherever you have gone, you have worked to bring peace and democratic elections, to encourage better representation of women, and to promote the spread of human rights.

After your having served "round the girdled earth," Dartmouth now, in the company of your classmates and once more in this "beautiful setting," is delighted to recognize you by its bestowal of the degree Doctor of Laws.
