CONSTITUTION

ARTICLE 1

Name of Organization

1.01. The name of the organization shall be the Korean Students Association (KSA).

ARTICLE 2

Objectives and Purposes

2.01. The purposes for which the Organization is to be organized shall be consistent with the aims and objectives of a liberal arts education as pursued by Dartmouth College. No purpose or objective of the Organization shall be in conflict with the applicable state or federal laws presently in force or hereafter enacted.

2.02. The specific purposes and objectives which the Organization shall be organized to pursue include:

Statement of Aims and Objectives

The primary aim of the Korean Students Association (KSA) is to celebrate Korean heritage, culture and language. This objective will be implemented by the following:

1. Serve as an organization representing the general views and concerns of students of Korean heritage within the Dartmouth community.

2. Promote the awareness of Korean heritage, culture, and language through various functions and activities.

3. Lobby for the installation of a Korean Language department at Dartmouth college.

ARTICLE 3

Membership

3.01. Membership in the Organization shall be open to all members of the Dartmouth community without regard to race, color, creed, sex, handicap, sexual preference, or national origin. The organization must have at least ten members. All officers must be Dartmouth Students.

3.02. Membership in the Organization shall be determined by willingness of individual to sign up to the email list. All Members (herein so-called) shall have equal rights and privileges with respect to the election of the Officers of the Organization.

3.03. Membership in the Organization shall be open and free of charges.

ARTICLE 4

Officers and Duties

4.01. The Officers of the Organization shall consist of a President, a Vice President, a Secretary, a Treasurer, two social chairs, a media chair, two First Year Representatives, a Pan Asian Council (PAC) Representative, a Big Sib Little Sib (BSLS) Chair, a Korean Language School (KLS) Chair, and a green key representative.

4.02. No non-Dartmouth student shall be eligible to be an Officer of the Organization.

4.03. Any Dartmouth Student eligible to be an Officer of the Organization shall be permitted to hold more than one voting position at any time.

4.04. The Officers of the Organization shall be elected by popular vote of the Members present during elections. The terms for the President, Vice President, Secretary, Treasurer, social chairs, media chair, and the PAC Representative are two terms. BSLS and KLS chairs serve as long as they are willing. First Year Representatives are for the whole year.

4.05. The President shall call all meetings of the Membership, regular or otherwise, and shall serve as the chairman of meetings. In addition, the President shall, with the advice of the Officers of the Organization, plan and coordinate the events to be sponsored by the Organization in forthcoming terms as well as prepare and present an annual budget request to COSO, and shall in all events serve as a liaison to COSO.

4.06. In the absence of the President, or should the President prove unable or unwilling to perform the duties described in Section 4.05 above, the Vice President shall preside over all meetings of the Officers of the Organization called pursuant to Section 5.04 below and shall also perform such other duties as the President may assign from time to time.

4.07. The Treasurer shall be responsible for maintaining accurate financial records of the Organization and shall be allowed to request checks or purchase orders on behalf of the Organization. The Treasurer, with the President, shall prepare and present an annual budget to COSO in the fall term of the academic year for which elected and will meet with COSO at their request to discuss any other financial matters which might arise.

4.08. The Secretary shall be responsible for recording accurate minutes of any meeting of the Officers of the Organization. The Secretary shall also record all votes of the Officers of the Organization. The Secretary shall be responsible for writing and distributing notices to the Membership informing them of any meeting or other gathering of the Organization, and furthermore shall at times maintain an accurate and complete list of the Members of the Organization.

4.09. The Advisor of the Organization must be either a faculty member or an employee of Dartmouth College. The Advisor shall provide guidance and administrative assistance in the preparation of a program of events to be pursued by the Organization in forthcoming terms.

4.10. Any Officer of the Organization may resign at any time by delivering a written notice of such resignation to the President, or in the case of the resignation of the President, to the Vice President.

4.11. At the next meeting of the Officers of the Organization, an election shall be held to elect an Officer to fill the position made vacant by such resignation.

4.12. If any Officer of the Organization is absent from the Dartmouth campus for any leave or off-campus term, an election shall be held at any meeting of the Officers of the Organization to elect an individual to serve as such Officer until the regularly elected Officer returns to campus.

4.13. Any Officer of the Organization may be removed from such office by a two-thirds (2/3) affirmative vote of the Officers of the Organization present during the meeting.

ARTICLE 5

Quorum and Meetings

5.01. A quorum shall exist at any general meeting of the Membership where at least two Officers of the Organization then in residence at Dartmouth are in attendance.

5.02. Actions requiring a plurality vote at any general meeting of the Membership at which a quorum is not present may be submitted to the Members for a mail vote. Any present Officer of the Organization shall tally votes.

5.03. All Members shall be notified of any general meeting and the nature of the business to be transacted there at least one day before such meeting. No meeting shall be called with the intent to exclude any one Member or any portion of the Membership.

5.04. The Officers of the Organization shall meet at least once before any general meeting of the Membership at such time and place to be determined by the President. At such meetings of the Officers of the Organization, a quorum shall be deemed to be the attendance of at least two Officers of the Organization. In the event of a tie, the President will be the tiebreaker.

ARTICLE 6

Voting

6.01. Each Member shall have one vote provided that he or she is present during elections.

6.02. There will be no absentee voting with respect to any matter.

6.03. In the case of a tie, the President will be the tie-breaker. If the President is not present at elections, the next ranking Officer of the Organization will be the tie-breaker.

6.04. All votes of the Officers of the Organization will require an affirmative vote of a plurality of the Officers to be effective.

ARTICLE 7

Miscellaneous

7.01. This Constitution shall have been presented to the Officers of the Organization and shall be ratified by a majority vote thereof.

7.02. This Constitution may be amended or repealed by a two-thirds (2/3) majority vote of the Officers of the Organization then in residence at Dartmouth.

7.03. Any amendment to this Constitution shall be attached hereto and made a part hereof for all purposes.

7.04. This Constitution and any amendments and changes hereto shall be kept on record with the Student Activities Office and shall be available to any Member of the Organization for inspection.
