Many people believe that government is best which governs least, but is the best government the one that governs not at all? Americans have been debating the role of government since the nation's early days, and continue to this day. Using Garry Wills' book A Necessary Evil as a stimulus for discussion, the class will examine why the divergent views held by the founders have not yet been reconciled. The class will consist exclusively of discussion. There will be neither lectures nor student presentation, but class members will be expected to meet reading assignments to ensure a lively discussion.

Class is limited to 16 members.

Evangeline Monroe is a retired Foreign Service Officer. Her experience overseas (Venezuela, Hong Kong, Germany, Switzerland, and Italy) kindled her interest in the way different cultures, including the U.S., view the role of government. Evangeline and her husband moved to Vermont from Washington, DC three years ago.
