Flooding was due to landfall of Typhoon York and the distribution and timing of the associated intense rainfall is shown by TRMM TMI data for 9/15 and 9/16
In these images:
Rainfall and snowfall: yellow and white areas (yellowish white is highest intensity precipitation)
Oceans: light blue (low water vapour) to dark blue (high water vapour)
