This is a statue in Berengo, the former palace of Jean Bedel Bokassa, the self-declared Emperor of the Central African Empire. There is quite a bit about Bokassa's life and reign on the web -- so I'll direct you there instead of trying to retell the history that I heard. The synopsis was that his reign was absolutely ruinous and that he was eventually ousted from power after a number of scandals and charges of cannibalism.
