Minutes for October 2, 2001

I. President’s Remarks – Molly Stutzman ‘02
o Student Life Initiative (SLI) is being realized.
o Time for students to get involved in implementation of the SLI and shape the direction of the college.
o Campus Outreach – It is important now more than ever to make sure that students’, organizations’, and other groups’ voices are heard on important campus issues.

II. Vice President’s Remarks / MIAC (Membership and Internal Affairs Committee)
o College Committees – Students are being appointed to committees.
o We can always use more applicants in the pool from which we appoint students, so tell your friends to apply. For more information, they can blitz Mike Newton or visit the website…www.dartmouth.edu/~assembly.
o Petitions for freshmen elections were due today. You will receive more information once they have some time to process the applications.
o Pay attention to rules in the elections. Don’t put your whole campaign to waste by breaking a simple rule. Contact Mike Newton for more info about the rules.
o If you lose your election or do not want to run, you can still become a member by applying as an individual or organization representative. Consult Mike Newton for specifics about the process.
o KUDOS box was given to our incredible web team of Reid, Sam, and Jared. At the end of the meeting they were suddenly hoisted upon our shoulders and carried throughout the campus. Honestly, they do a great job…Visit the SA website for proof.
o MIAC has an open slot, so please come on out and run for the spot next week.
o MIAC make assignments to SA and College committees, evaluates and facilitates inter-committee communication, reviews SA committees, and anything dealing with membership. So throw your hat into the ring.

III. Appointments
o Sean Oh ’04 was unanimously approved to become the new Student Organizations Committee Chair.
o John Apostolides ’03 was unanimously approved to be the Chair of the Student Services Board.
o Tara Maller ’03 was appointed to be the next parliamentarian for the Student Assembly.
Great things were said about these people, but I was counting ballots, so I don’t want to give an incomplete appraisal of these find folks’ qualities and accomplishments, except to mention that Tara is a Government major, on Mock Trial, and likes long walks along the beach (according to Mike).

IV. Resolution To Fund the Negative Balance of Mugshots
o We make a non-freshmen face book through the Student Services Committee/Board. It is not for profit.
o Historically there has been a loss of about $3,500.
o This year we spent $8,500. We will be probably selling them for $12, as we expect to sell 500 to 600 copies. That way we lost anywhere from $2,500 to $1,300.
o Mentions were made of possibly looking for other funding sources so that we can stop losing so much money on these things. Among groups suggested, Class Dean Offices and other student organizations were mentioned.
o SA cannot advertise per a deal with the First Year Office.
o The resolution passed with an unanimous vote.

V. Resolution to Fund the Student Services Board
o We will be able to give them more autonomy by giving them some of their own money.
o The allocation is being raised to $4,000 from $3,000 last year. The committee almost always spends more than $4,000, but that’s what we are starting with.
o The chair, John Apostolides, can approve up to $100 withdrawal from that amount, while it takes a majority of the Student Services Board to approve more than that.
o We won’t have to waste time in meetings by approving every Student Services expense.
o The resolution passed 20 in favor, 1 against, with no abstentions.

VI. Amendment to Improve First-Year Representation and the Election Process
o What happens if a cluster has no freshmen? There is always an SA member in the various clusters, whether they are a freshman cluster rep or any other form of member. The SA will do what it can to let clusters know who they can turn to in their cluster to tell people about concerns or SA matters.
o This will affect this year’s SA elections.
o 112.4 students are under each cluster rep according to the allocations of cluster reps. See Mike Newton if you need exact numbers of what cluster has how many reps.
o There will be 10 cluster reps this year.
o It passed with a unanimous vote of 21 out of the 26 official voting members, more than the necessary 2/3.

VII. Academic Affairs – Aly Rahim ’02
o Undergraduate Teaching Initiative is being launched.
o The UTI comes as a response to the Academic Direction of the College report written last year by Mike Perry and some random guy named Jorge Miranda.
o It will involve the following things: (1) Annual assessment of the quality of teaching at the College and in certain departments. We will basically be ranking departments. (2) Excellence in Teaching profiles will be established for great professors, recognizing them and asking them to speak to others about providing a great undergraduate experience. (3) Innovative Teaching Grants for teachers to do innovative projects that lead to the edumication of undergraduates. (4) Center for Undergraduate Teaching like that at the University of Michigan.

VIII. Administration and Faculty Relations – Stephanie B. Long ‘04
o Channeling the student voice is one object of Admin-Fac.
o They work with trustees and administrators and the faculty.
o Student Departmental Steering Committees are a project of this committee. It involves letting students tell the department what kind of classes and professors they want to see.

IX. Communications – Julie Webb ’04
o This committee publicizes the work done by all other committees. It is a combination of marketing and public relations.
o The committee also gets input from students on what they are concerned about, as well as providing them with knowledge of what’s going on at Dartmouth and in the SA.

X. Student Life – Bill Jaeger ’02
o This committee looks at the undergraduate experience at Dartmouth, particularly in the social setting and outside of classes.
o He will be meeting with DDS to shorten lines, hold the Revelations Dinner (where 05s and 02s share their perspectives and wisdom over food), and work with the Committee on Institutional Diversity and Equity.

XI. Student Organizations – Sean Oh ’04
o Increase the interaction between SA and student organizations and between other student organizations.
o He hopes to forge relationships between campus leaders, which he hopes to do in the Leadership Retreat and separate Leadership Conference.
o $1,000 events are also on his plate.

XII. Student Services – John Apostolides ’03
o Committee has worked with things like the A Lot shuttle.
o Will continue to fight for the expansion of DASH in the vending machines while working on the Dining Guide and getting cheaper fares to Manchester around holidays.


RESOLUTION TO FUND
THE NEGATIVE BALANCE OF MUGSHOTS
XIII. Sponsored by John Apostolides 03, Kendra Quincy Kemp 02, and the Executive Board

o Whereas the Student Assembly produced Mugshots as a service to the Dartmouth community, expecting to incur a loss of funds; and

o Whereas that loss has traditionally been around $3,000; and

o Whereas it is prudent to allocate a larger amount than is needed;

o Let it be resolved that the Assembly authorize the Treasurer to make payments up to $3,500 to cover the negative balance generated by Mugshots; and

o Let it be further resolved that the Treasurer and the chair of the Student Services Board shall be responsible for providing weekly reports to the General Assembly on the financial status of Mugshots.

XV. THE STUDENT SERVICES BOARD
Sponsored by John Apostolides 03, Kendra Quincy Kemp 02, and the Executive Board

o Whereas the Student Assembly constitution states "the Student Services Board shall be granted an initial budget at the beginning of the fall term by the General Assembly and may be increased throughout the year by Resolution"; and

o Whereas the need to prepare and pass regular resolutions in the past has impeded the ability of the Student Services Board to complete projects in a timely and efficient manner; and

o Whereas the Student Services Board has been allocated approximately $6,000 in past years; and

o Whereas last year, the Student Services Board's initial budget was approved at $3,000;

o Let it be resolved that the Student Services Board will be authorized to spend up to $4,000 on committee projects without further General Assembly resolutions; and

o Let it be further resolved that all such expenditures shall be dependent upon the prior agreement of the Treasurer, and shall be reported to the General Assembly at its next meeting; and

o Let it be finally resolved that at such time as the Student Services Board requires additional funding the General Assembly shall reconsider the issue of another block allocation.
