Establishing a BlitzMail Bulletin Topic

The Dartmouth Bulletins System, offered through BlitzMail, is a facility for delivering information to a large number of recipients within the Dartmouth community. Authorized posters submit Bulletin posts on one of a number of Bulletin topics. All BlitzMail users who choose to monitor a topic are notified immediately of any new Bulletin posts; other users can browse through current posts at any time.

Typically, Bulletin posts are brief and timely; they will expire between 1 and 99 days, as set by the poster. Examples of appropriate uses for the Dartmouth Bulletins include announcements of meetings, seminars and other events; periodic publications, such as minutes and calendars; and notices of new services, schedules, policies, etc.

The Dartmouth Bulletins System provides the community with a powerful alternative for relaying official notices, but it should not be viewed as a replacement for *all* traditional communications methods. For many information purveyors, establishing a Bulletin topic may be an effective alternative to maintaining large electronic mailing lists. Individual *recipients* (not the sender) are responsible for deciding whether they want to receive Bulletin posts on a particular topic. Individuals can stop monitoring topics if the information strikes them as electronic junk mail.

Computing Services has established the following policy for use of the Dartmouth Bulletins System, specifically, for the creation of Bulletin topics and for the authorization of Bulletin posters:

Computing Services will create a Bulletin topic for any campus department or recognized organization that requests one under these conditions:

  1. The Bulletin topic will be owned by the department or organization's official BlitzMail account. That account, and the group it represents, will be accountable for the Bulletin topic's content and use. Users are expected to abide by Dartmouth's Computer and Network Policy.
  2. Any authorized posters, designated by the topic owner, must be actively associated with Dartmouth, as evidenced by being located at Dartmouth. They must have a valid Dartmouth identification card and be in the Dartmouth Name Directory.
  3. Student organizations must be officially recognized by Dartmouth to establish a Bulletin topic. The organization's advisor, as the responsible entity behind their official BlitzMail account, assumes ultimate responsibility for the use of the organization's Bulletin topic.
  4. Other special topics or groups must either obtain an official BlitzMail account that they can use to own their topic, or obtain the support of a Dartmouth department. In the latter case, the sponsoring department's account becomes the owner of the topic, and the department chair takes on a role similar to the Student Organization advisor, assuming responsibility for the use of the Bulletin topic.
  5. Bulletin topics will not be granted for commercial purposes or for information that does not serve the missions of Dartmouth College. Dartmouth auxiliary services (for example, the Hanover Inn) serve the missions of Dartmouth College and are therefore eligible to establish Bulletin topics.
  6. Bulletin applications must be submitted by the official BlitzMail account that will become the topic's owner. The Bulletin application form can be found under the BlitzMail Bulletin topic Computing - Bulletin Topics. E-mail the completed application form to Bulletin Administration.
  7. Computing Services may require periodic reviews of Bulletin topics by those entities in charge of the owning accounts.
