Elizabeth Mine Community Advisory Group
June 6, 2001 Meeting Summary; Approved July 11, 2001

The meeting began at approximately 7:05 PM.

CAG Comments on the Alternatives Report

The CAG discussed the draft comment letter that Sally had prepared for the CAG's review. Sally also discussed and distributed the comments she received from the Tufts Technical Outreach Services to Communities (TOSC) team.

The group made revisions to the draft, including requesting:
• more information w/ respect to truck traffic;
• more detailed study of the effectiveness of a soil cap, including modeling;
• more information about what a phased NTCRA might look like;
• exploration of ways to increase passive treatment; and
• clarity that at this point options 2C, 3B and 3C appear most promising to the CAG.

Steve Willbanks introduced Fred Moody, who is Executive Director of the Greater Upper Valley Solid Waste Management District. Fred has experience overseeing large-scale construction projects including landfills. He stated that in his experience earth moving is substantially less expensive than the estimates used by EPA. Construction cost projections will be discussed at the CAG's June 27th working session with EPA.

The group discussed the process for finalizing its comment letter regarding the Alternatives Report. John Freitag asked if his group could attach a comment letter to the CAG letter. A number of representatives indicated that they did not think that this was a good idea--that they hoped that the CAG could develop a consensus document. Linda Cook asked John what his concerns were. He discussed his hope that the project could be phased. Several suggestions were made to the draft letter in response to this comment, and John indicated that he could support the letter as revised. Bob Walker and Linda Cook commented that they were happy that everyone's concerns could be voiced in the CAG letter.

Community Outreach re CAG Activities

Cindy noted that several CAG members had suggested to her that the CAG become more active in informing the public about the cleanup. Bob Walker suggested forming a Community Outreach Committee. This led to a discussion regarding ways to keep the community informed about the CAG's work. Sally and Sheldon said that TAG grant money could be used for outreach. Sherm Wilson said that people do not understand the cleanup options. Sheldon suggested waiting until the TAG money is available to develop an outreach plan, and the discussion was tabled.

Elizabeth Mine Presentation during Vermont Archeology Week

Matt Kierstead will present information regarding the Elizabeth Mine on September 16 a Barrett Hall.

Grants Update

Sally Mansur reported that she has not yet heard anything from EPA regarding the ward of the TAG Grant. She needs to complete some paperwork before the Redevelopment Initiative can be awarded.

Future Committee Report

Jim Condict summarized the Future Committee meeting on May 29th. He commended Sally Mansur for running a very productive meeting. The meeting was well attended, and resulted in the development of a brainstormed list of possible future uses of the site.

May 9th and May 23rd Meeting Summaries

Minor editorial revisions were made to the May 9th and 23rd meeting summaries; the summaries were approved as revised.

Election of Officers

Rod Maclay was elected to serve as both Vice Chair and Treasurer, and Gwenda Smith was elected Secretary. Terms are six months, beginning at the close of the June 6 meeting, and running to the end of the first EMCAG meeting in December.

Agenda for June 27th Meeting

The June 27th meeting will be a working session with EPA regarding the Alternatives and Historic Reports. CAG members should get questions for EPA and topics for discussion to Cindy as soon as possible. Members indicated that they are looking forward to working session with EPA, and would prefer not to have a formal presentation from EPA.

Slide presentation re the Leadville Mine Cleanup

Bob Walker presented slides and information regarding the cleanup of the Leadville, Colorado mine. A copy of his notes is attached hereto.
