The meeting began at approximately
7:15 PM.
Jim Condict began the meeting by thanking Scott
Stokoe for his leadership as chair over the past six months.
EPA's Response to the EMCAG Comments
on the Alternatives Report
Ed Hathaway presented EPA's response to
the comments that the EMCAG had made in a letter to EPA regarding
the Alternatives Analysis Report. A copy of this response, entitled
"Supplemental Information for Alternative Evaluation" is attached
hereto.
Ed Hathaway noted that the original EPA estimates
of expense were based on national figures, and that after talking
with Fred Moody of the Greater Upper Valley Solid Waste Management
District, they recalculated the estimated costs of each option.
Similarly, the initial estimates of truck traffic were based on
using fairly small trucks. In the interest of reducing truck traffic,
these estimates were revised based on the use of larger trucks.
Both sets of revised estimates are included in the handout EPA prepared
which is attached.
Ed noted that the estimated truck traffic is
similar in all the options, except that Option 3C involves lower
projected truck traffic. He also indicated that haul road selection
and design (if necessary) will be done during the design process.
All options involve the preservation of part,
or all, of TP3. The more of this area that is preserved as it is,
the larger the wetland needed to treat runoff from this area, and
the higher the savings in earth-moving costs. If all of TP3 is left
in place, approximately $3 million would be saved in earth-moving
expense.
Section 106 and Mitigation
Claudia Nissley presented slides showing
examples of historic preservation mitigation projects on mining
sites. She indicated that she would be happy to talk with anyone
who would like to know more about historic mitigation options.
Status of TAG Grant and Redevelopment
Initiative Grant
Sally Mansur reported that the TAG grant
has been awarded, and that the Redevelopment Initiative award should
be made soon.
Review of Draft RFP for Technical
Assistance in Reviewing Options
Sally presented a draft RFP for technical
assistance, and asked that EMCAG members review it and get her comments
as soon as possible.
