EPA Update for the EMCAG
October 24, 2001

Status Update:

  • EPA is awaiting comments regarding draft EE/CA
  • Revised EE/CA should be released in December 2001 or January 2002
  • Public comment period on EE/CA and cleanup proposal is anticipated for January 2002
  • Historic mitigation meetings scheduled for: October 27th, November 15th and 19th
  • EPA has begun meeting with Selectboards to discuss truck traffic (routes, load limits, road and bridge quality, and road and bridge improvement schedules)

Specific Topics:

  • EPA's goal is for a cleanup based on local input

  • Truck volume could decrease with certain cleanup changes

    • Eliminate wall and re-shape slopes of TP-1 and TP-2 (assuming truck volume is the primary consideration as opposed to preservation of industrial landscape)
    • Reduce cover thickness (consider re-use)
    • Work with landowners regarding acceptability of developing borrow pit adjacent to the site S
    • A new table of truck traffic gives reasonable estimates of new volumes

  • Passive Treatment Systems

    • Revised concept based on CHC (Richard Downer and Woody Reed's comments) and revised technical evaluation by EPA team contractors (more likely to use sulfate reducing bacteria)
    • Focus on natural systems approaches with reduced operation and maintenance cost
    • Look into self-perpetuating wetland system for TP-1 and TP-2 (requires most stringent cover design)

  • TP-3

    • EPA still proposes complete preservation with collection and treatment
    • Final decision must await formal position from VT ANR with respect to maintenance obligation
    • EE/CA and Action Memorandum can allow for re-evaluation during design when more detailed cost information is available

  • Summary of Proposed EE/CA Changes

    • Remove wall as primary component
    • Include re-grading to stable slope configuration for all options
    • Include SRB as primary concept for passive treatment (pilot studies will be conducted of passive treatment systems during the design phase; changes may be made as needed, based upon study results)
    • Update truck volume and cost counts based on cover thickness and elimination of the wall

  • EPA Public Comment and Decision Process

    • EPA establishes Administrative Record and places copy of Administrative Record at site repository
    • EPA releases fact sheet describing proposed cleanup
    • Final EE/CA is released to public
    • Public information meeting to present cleanup proposal (after release of EE/CA and proposed plan)
    • 30 day comment period after public information meeting (extensions may be requested)
    • Public hearing during 30 day comment period (comments will be transcribed, no EPA response)
    • EPA evaluates comments and makes final decision
    • EPA signs Action Memorandum which includes a response to comments

  • Design and cleanup implementation begin after Action Memorandum (if funding is available)
